Step 1: Choose a current health issue, controversy, or ethical dilemma in public health today. Examples include youth use of e-cigarettes, the rise of measles and changes to vaccination laws, opioid use and proposals to reduce harm like Narcan/Naloxone distribution and administration training or supervised injection sites, gun violence, or persistent inequalities in birth outcomes. The issue should be one that public health organizations could address and have strong evidence of disparate beliefs on different sides of the issue. Step 2: Research the health issue. Conduct background research on why the topic is controversial. Explore all sides of the health issue using high quality sources. What is the underlying problem that is being addressed? Who supports which intervention/policy (people, politicians, organizations, companies, etc.)? Who is against? Why? What evidence is being used? What arguments are there for this approach? Against this approach?
