Prior to Locke (as well as both Descartes and Pascal), the comforting assumptions for the wealthy and powerful were that they were able to enjoy the fruits of the national wealth because they were 1) better than other members of the polity and 2) divinely gifted and thus were where they were because of Gods favor.
